Board Meeting Minutes from 7 April 2025

Board Member Attendees: Jeanne Yazinski (President), Andy Horne (Vice President). Dexter Blois-By Phone (Treasurer), Mike Pastor (Secretary), Heather Peery (Community Oversight Chair), Tera Pauley, Mary Ann Miller
Board Members Absent: None
Resident Attendees: Paul Clancey
Jeanne called the meeting to order at 7:00 PM. This meeting was audio recorded by Mike to aid minutes preparation.
Secretary’s Report
Mike sent the Minutes of the February 3rd Board Meeting via e-mail to the Board Members Monday night 02/03/25. The Minutes of the March 17, 2025 Board Meeting to elect officers were emailed on April 6th. Mike moved that we accept the Minutes and Jeanne seconded the motion. It was unanimously approved.
Treasurer’s Report

- Mike made a motion to approve the February & March Treasurer’s Reports and Jeanne seconded it. The Board unanimously approved it.
Community Oversight Committee’s Report (Heather)
Jeanne moved we ratify the action previously communicated and agreed to via e-mails to install the overflow drain pipe from the pump to the pond. Dexter seconded that motion, and it was agreed to unanimously.
ARB Requests (Received/Approved):
1508 Cashiers – Install Pool
1624 Malcolm Pt – New Roof
1654 Malcolm Pt – New Gutters
1567 Victoria Wy – New Roof
CC&R Violations:
1504 Cashiers – Leaves everywhere (driveway, sidewalks, roof, piles)
Other –
Dexter raised the topic of only asphalt shingles being required/allowed by our CC&R’s, however solar shingles (look like slate tiles) can’t be prohibited since state law supersedes. Metal roofs have a longer life -- standing seam 50-year lives. Paul Clancey has a house up in Vermont with a standing seam metal life. Paul has talked to Revive Roofing (Clermont, FL) and Collis Roofing (Longwood, FL). Mike mentioned Universal Roof & Contracting (Orlando, Tampa, Jacksonville, Sarasota). It was discussed and deferred for future meetings and to find out what are the requirements to change the CC&R’s.
COUNTY GRANT: Replace Dead/Missing Hedge Along Fullers Cross Rd:
Dexter needs photos of current condition of hedge to include in the Grant Application.
Heather has requested quotes for 15 gal. vibernum bushes from the following 3 companies (all approved by Orange County)
- Juniper is $6,299.07
- West Trees is $8,575.00
- Paradise is $8,379.00
Jeanne suggested Heather ask our irrigation company how much it’ll cost if that irrigation pipe has to get replaced.

New H.O.A Board Certification Regulations:
- Dexter, Jeanne, Heather and Mike have taken certification courses. Mike will maintain a file of Board Member Certification. Andy, Mary Ann & Tera still need certification.
