Board Meeting Minutes from 4 November 2024
Tuscany HOA Board Meeting
(On-Site Meeting at 1678 Victoria Way
Jeanne Yazinski’s House)
Board Member Attendees: Jeanne Yazinski (President), Andy Horne (Vice President). Dexter Blois-By Phone (Treasurer), Mike Pastor (Secretary), Heather Peery (Community Oversight Chair), Tera Pauley-By Phone.
Board Members Absent: None.
We now have a vacant Board Member position due to Matt Gillis’ resignation and departure from Tuscany.
Resident Attendees: None
Jeanne called the meeting to order at 7:01 PM. This meeting was audio recorded by Mike to aid minutes preparation.
Secretary’s Report
Jeanne sent the Minutes of the October 14th Board Meeting via e-mail to the Board Members Tuesday morning, 10/15/24. Mike moved that we accept the Minutes and Heather seconded the motion. It was unanimously approved.
Treasurer’s Report
Due to Dexter unexpectedly being out of town without access to the H.O.A. Treasurer computer records a monthly budget report was unavailable tonight and would be voted on for approval at the December H.O.A. Board Meeting
Account Balances, as of October 31, 2024, were:
Checking $4,980.91
Savings: $ 35.26
Fidelity: $30,082.88 (Money Market)
- Dexter expects he’ll need to transfer about $3,500 to $4,000 from the Fidelity investment account to cover budgeted expenses for November and December.
- Mike made a motion to approve the Treasurer’s Report and Andy seconded it. The Board unanimously approved it.

Old Business
- 2025 Budget – Dexter prepared estimated expenses due to inflation. Using zero-based budgeting and various annual dues amounts of $380/year resulted in a deficit for 2025. If dues increase to $400/year, we will have expect a surplus of $1,670 to begin rebuilding the savings balance we had to spend for the new well and irrigation repairs this year that were about $21,000 over budget.
- Jeanne made a motion to increase dues for 2025 to $400/year to hopefully achieve a planned surplus to begin rebuilding our savings account contingency in hopes to avoid a special assessment for unexpected expenditures in the future. Mike seconded the motion. The board voted unanimously to approve this.
- Jeanne suggested we should use the online link, like last year, so residents that want to pay electronically can do so and to be sure to include reference to the link in the year-end letter and on Tuscany’s facebook page.
Andy made a motion to accept the proposed budget and Heather seconded it. It was approved unanimously.
New H.O.A Board Certification Regulations:
- Dexter, Jeanne, Heather and Mike took online courses (Mike and Heather took the same course). Completion certificates are emailed about 2 weeks after completion. Jeanne suggested we each print our certificates for the HOA Secretary (currently Mike) to maintain a file for verification and compliance.
New Business
- 2025 Annual Meeting – it was agreed that we would determine the date of the Annual Meeting at the December Board Meeting.
- City of Winter Garden Christmas Parade – December 7
- Winter Garden Fire Rescue Annual SANTA RUN 2024 -
thru Tuscany Tuesday, December 10th about 7 PM. This was not mentioned in the meeting, however added here as a related holiday event of interest to most Tuscany residents. - Luminaries on Saturday, December, 21 with a “Rain Date” contingency planned for Sunday December 22
- Heather has begun requesting bids for Hedge Replacement anticipating County Neighborhood Improvement grant assistance. Requested quotes from vendors pre-approved by the county.
Adjournment – Dexter moved we adjourn, Andy seconded it. All Board Members agreed. The meeting adjourned at 7:24 PM.
The next H.O.A. Board Meeting will be held on Monday, 12/02/24 at 7:00 PM, at 1678 Victoria Way (Jeanne Yazinski’s House)
