Board Meeting Minutes from 05 December 2023

Board Member Attendees: Jeanne Yazinski (President), Dexter Blois (Treasurer), Mike Pastor (Secretary), Heather Peery (Community Oversight Committee Chairperson), Matt Gillis, Martin Isales.

Board Members Absent: Tera Pauley (Vice President)

Resident Attendees: None

The meeting was called to order at 7:00 PM. This meeting was audio recorded by Mike to aid minutes preparation.

Guest Speaker: Paul Cousineau, Metronet (for first 37 minutes)

Metronet is a 100% fiber optic network. Has been approved by Winter Garden to build out their network throughout the city. Tuscany will be the “proof-of-concept” to prove to the City their installation success. They’ll install the lines in the “Right of Way”, which is typically from the center of the streets, 50 feet wide, (25’ from the center of the street to both sides.  This includes the beauty strip (between street and sidewalk) and a little past the sidewalk (Like we already have for telephone, cable TV/internet (Spectrum), electricity (Duke Energy).

Every 50 linear feet control boxes will be installed (like the pedestals we already have for telephone, cable, etc.), except these will be flush mounted below ground level like, home irrigation control boxes, by missile crews and bore crews. They’ll call the State of Florida to mark all underground utilities to avoid/minimize any disruption. Metronet will give the Board Members kits, which will include flags to mark our sprinkler heads, invisible dog fence devices, information and a contact telephone number, to distribute to all homeowners.  If any issues arise, homeowners can call their call center to address concerns and we can expect to be contacted back within 24 hours.

The infrastructure will be installed throughout the neighborhood whether individual homeowners want to subscribe to their service or not.  When a homeowner orders service, fiber optic cabling will be run from the control boxes to individual houses.

The installation crews will install the network Monday thru Thursday and any needed repairs, will be done Fridays.

Secretary’s Report

        The November 13, 2023, Board Meeting Minutes were e-mailed to board members December 4, 2023 and revised for a typographical misspelling.  Dexter made a motion to approve, and Jeanne seconded the motion.  It was approved unanimously.

Treasurer’s Report

        Dexter sent the Month Ending 11/30/23 report on 12/02/23 with

Account Balances of:

Checking:   $7,213     

Savings:   $13,535     

Fidelity (Money Mkt):   $31,050 

Dexter stated that we haven’t needed to transfer any money from savings to cover the year’s over-budget extra expenses.

Jeanne made a motion to accept the Treasurer’s Report and Mike seconded the motion. It was approved unanimously.


DUES FOR 2024.  Last month we voted to approve a $25 increase in dues from $325 to $350 for 2024. Dues invoices will be mailed after Christmas due January 1, 2024, with interest charges accruing beginning February 1st.

In case you had not seen the Minutes from the November Board Meeting, as well as earlier when the expenses were being incurred, following are excerpts from the November Minutes:

 

We had the following line items either over budget or unbudgeted:

  • Insurance was $835 over budget.
  • Pressure Washing was $1,580 over budget.
  • Irrigation & Well Repair was $3617 over budget.
  • Pond Aeration County Grant (Tuscany’s share) unbudgeted of $3,888

Which totals $9,920 above budget, but agreeably was all necessary and unavoidable.

 

BUDGET FOR 2024: We discussed the revised proposed budget (.v2a) which includes increases and decreases as follows:

  • $600 increase for Insurance
  • $200 increase for Lawn Maintenance
  • $2,100 increase for Mulching and Tree Trimming
  • $2,000 decrease for Pressure Washing and Other Landscape Expense
  • $1,000 increase for Electrical Maintenance
  • $500 increase for Irrigation and Well Maintenance
  • $100 decrease for Office Supplies & P.O. Box Rental
  • $50 increase for Printing

This results in a net increase of $2,350 which exactly equals the additional dues of $25 per home X 94 homes.

At the end of January/early February the letter announcing the Annual Meeting that will be in March will be sent.

Community Oversight Committee – Heather Peery

ARB REQUESTS RECEIVED/APPROVED:

  • 1672 Malcolm Pt. – Solar Panels

VIOLATIONS:

No new violations (Happy Holidays reprieve).  Past violations still needing resolution are:
▪1569 Victoria Wy – Improper fence style – Fence was repaired; however, a stockade fence style was used, which is not permitted by the deed restrictions, resulting in a new violation.  An ARB Request would have avoided this.
▪1567 Victoria Wy – Fence Gate Repair
▪1503 Cashiers Dr – Weeding & Mailbox disrepair
▪1637 Malcolm Point Dr – Pressure Washing

IRRIGATION SYSTEM:

▪ The irrigation system would not turn on.

▪ The irrigation guy said he thinks it is a pump problem.

▪ The pump guy came out and said the pump control box was bad.

▪ He replaced that and re-wired the pump relay box.

▪ The well pump is running now.

electricAL WORK OUTSTANDING:

▪ Replace the photo sensor for the wall lighting with a timer for:

▪ $645 by Mr. Sparky

▪ $450 by Smithwick Pump

▪ Replace the sensor w/timer & troubleshoot why the landscape lighting won’t turn on- The circuit breaker keeps tripping off):

▪ Mr. Sparky is $2,828 troubleshoot landscape lighting & timer (They did not open anything to look)

▪ Bright Futures hasn’t sent a quote, yet. (They did not open anything to look)

▪ Mr. Electric actually looked at the light fixtures and saw where a conduit is broken, wires are exposed, possible water intrusion and the circuit breaker fell out when the front cover was removed.   Both could be the only issues or something else might be the cause, too.

▪  4th (Unnamed) company - $200 to look and see.  If able, they’ll apply it toward repair.

▪ Alexander Electric - $175 for Svc Call to determine what is required.

▪ Titan Electric (Tuscany Homeowner) – Attempting to contact to see if they will quote.

Tree Trimming:

▪ Heather is working to determine exactly which trees need to be trimmed and so as to not trim all trees.

Mulching Common Areas:

▪ Scheduled to be installed, January 2nd.

Tuscany Sign Lighting: FIXED - unsure if it was covered by warranty, but was fixed at No Charge

NEW BUSINESS

Andy Horne has volunteered to become a Board Member for 2024.  All current Board Members agreed to remain on the Board of Directors.

The next H.O.A. Board Meeting will be held on Monday, 01/08/24 at 7:00 PM, at Jeanne’s house at 1678 Victoria Way.

ANNUAL MEETING: Monday, March 4, 2024 (Cornerstone Church) Mike Pastor confirmed the meeting date and time with Pastor Mike of the church.

Adjournment – Jeanne moved we adjourn, Mike seconded it. All Board Members agreed. The meeting adjourned at 8:03 PM.
