Board Meeting Minutes from 14 August 2023

Board Member Attendees: Jeanne Yazinski (President), Dexter Blois (Treasurer)-By Phone, Mike Pastor (Secretary), Heather Peery (Community Oversight Committee Chairperson), Matt Gillis.

Board Members Absent: Tera Pauley (Vice President), Martin Isales

Resident Attendees: None

The meeting was called to order at 6:59 PM.  This meeting was audio recorded by Mike to aid minutes preparation.

Secretary’s Report

        June 19, 2023, Board Meeting Minutes were e-mailed to board members on Saturday, 08/12/2023.  Dexter stated a correction to the minutes that the Fidelity Investment account is a Money Market account and not a CD as previously indicated.  Jeanne made a motion to approve, and Mike seconded the motion.  It was approved unanimously.

Treasurer’s Report

        Dexter, by phone, reported:

Account Balances as of 07/31/2023 were:

Checking:   $12,575   

Savings:   $13,534     

Fidelity (Money Mkt):   $30,538 

As of July 31, 7/12 (58%) of the year is gone, we have spent 86% of the budget.

In 3 months, we’ve earned $538 investment income by moving that money from Savings into the Money Market account.  This is great compared to the prior interest we’d been earning.

As indicated last month, excess expenses for Irrigation Repairs, Pressure Washing and Insurance, plus the HOA’s portion of the pond aeration County Grant totaled $9,249 spent over budget.  We must continue to watch expenses carefully.  While we may have to reach into savings, it must be kept to a minimum.

Jeanne made a motion to accept the Treasurer’s Report and Heather seconded the motion.  It was approved unanimously.

VIOLATIONS:

1569 Victoria - Fence repair (working on it) 3rd notice.
1551 Victoria - vines on pool cage/home, leaves on roof, landscape cleanup (some progress made) 3rd notice.  This is a continual issue that repeats. Discussion was held about fines getting imposed and repeated warnings will not be issued in the future.
1622 Victoria - landscape cleanup (entire landscape was removed) - Notice given to submit landscape design for approval and for removal of contractor sign.
1536 Cashiers - landscape cleanup.
1637 Malcolm Point - sidewalk cleaning.

Miscellaneous:

Mulching put off until January due to budget constraints

Front light is out on west side on Tuscany sign (might need to call electrician to replace).

Wall lights are dependent on light sensor which is behind the wall in Donna's Landscape plants under trees.  Most likely poor sensor placement and a timer to replace the sensor was discussed for the future. 

OLD BUSINESS

NEW BUSINESS

Community Yard Sale: Saturday, October 21. (only held 1 day in the past, lets continue this tradition).

Luminaries: Saturday, December 9. Dexter will order candles & bags to augment those from last year.

The next H.O.A. Board Meeting will be held on September 11th, 2023 at 7:00 PM, at Jeanne’s house at 1678 Victoria Way. We will begin discussion of dues for 2024.

Adjournment – Dexter moved we adjourn, Heather seconded it. All Board Members agreed.  The meeting adjourned at 7:20 PM.
