Board Meeting Minutes from 03 April 2023

(On-Site Meeting at 1678 Victoria Way-Jeanne Yazinski’s House)

Board Member Attendees: Jeanne Yazinski (President), Tera Pauley (Vice President), Dexter Blois (Treasurer), Mike Pastor (Secretary), Heather Peery (Community Oversight Committee Chairperson), Matt Gillis, Martin Isales.

Board Members Absent: None

Resident Attendees: None

The meeting was called to order at 7:07 PM.

Secretary’s Report

        Minutes were e-mailed on Sunday, 04/02/2023 – Heather made a motion to accept, and Dexter seconded the motion.  It was approved unanimously.

Treasurer’s Report

        Dexter emailed the Financial Report as of March 31, 2023, on 04/01/2023.  Account Balances are:

Checking:   $29,846
Savings:    $13,533
Fidelity:     $30,000

Insurance Expense (Liability for Directors and Officers) actual cost is $3,629 which is $229 over the amount budgeted.

Two homeowners have not paid the 2023 dues and are subject to late fees.

Mike made a motion to accept the Treasurer’s Report and Tera seconded the motion.  It was approved unanimously.

Community Oversight Committee – Heather Peery

ARB REQUESTS RECEIVED/APPROVED:

1608 Cashiers Dr – Install Pavers.

1200 Thornbury Ct – Install PVC rear fence.

1678 Victoria Wy – New Landscaping.

1612 Malcolm Pt – Replace broken wooden fence with a new PVC fence.

VIOLATIONS:

1504 Cashiers Dr – Leaves built up on roof.

1624 Malcolm Pt – Pressure wash sidewalks/driveway.

MULCH – Scheduled to be spread on April 17th.

IRRIGATION – Major leak at the valves was repaired. Another leak discovered then due to massive tree root damage, which is a constant problem for the H.O.A. irrigation system. Two broken sprinkler heads (likely broken by the pond guy) were replaced.  The sprinklers along the hedge line for the grass along Fullers Cross Rd aren’t getting water nor the spigot at the end of the wall.  Dexter explained that the pump must be turned on (override the timer) for the spigot to get water.  Extensive discussion ensued about the six zones, and one must be damaged to prevent those heads from getting water.  Dexter will talk to Larry Ort about the system to see if he remembers how it’s configured.

PRESSURE WASHING COMMON AREA SIDEWALKS – Quotes:
1. TRT Pressure Washing: $4,309 ($2,000 can be avoided since they already rented the fire hydrant water meter since they’ve already rented it for another job) if the work could be scheduled on April 16th or 17th thereby reducing it to $2,309.

2. Sulley Sidewalk & Driveway – $___ (TBD) for pressure washing only and $2,580 to pressure wash and add treatment to whiten it like the sample he did near the Lending Library.

3. Last vendor never submitted a bid.

PLANTS/FLOWERS – Jeanne and Heather bought plants/flowers at Spring Fever in the Garden at a discount and planted 24 flowering plants near the trees by the pond this morning.  These all cost only $100 and is already budgeted.
 

HEDGE IMPROVEMENTS – Deferred till later.

OLD BUSINESS –
 

  1. County Grant (Add Aeration to Retention Pond)

The vendor told Dexter they have all the parts and will be installed tomorrow.  Dexter sends a semi-monthly status report to Orange County on the 15th and 30th of each month letting them know progress.

NEW BUSINESS –

  1. Tuscany streets will get resurfaced next year. Dexter’s experience as a city manager in Massachusetts indicates once streets get resurfaced there won’t be any work done requiring streets to be dug up for 5 years or more.  With that in mind he contacted Rich Fasano in Winter Garden’s Public Works about installing reclaimed (gray) water under the streets throughout Tuscany.  If they agree, it will postpone resurfacing 24 to 48 months.  Dexter will research the costs for homeowners to get connected to reclaimed water for irrigation. 

The next H.O.A. Board Meeting will be held on May 8, 2023 at 7:00 PM, at Jeanne’s house at 1678 Victoria Way.  Due to a scheduling conflict this was changed to May 1st.

Adjournment – Dexter moved we adjourn, Jeanne seconded it. All Board Members agreed.  The meeting adjourned at 7:50 PM.
