Board Meeting Minutes from 14 November 2022

(On-Site Meeting at 1630 Victoria Way)

Board Member Attendees: Sandra Wilt, Mike Pastor, Dexter Blois (by phone), Heather Peery, Jeanne Yazinski, Tera Pauley Monica Lepp, Matt Gillis.

Board Members Absent: None

Resident Attendees: None

  1. This meeting was called to order by Sandra Wilt, President, at 7:02 PM.  This meeting was audio recorded by Mike to aid minutes preparation.
     
  2. The October Meeting Minutes of the H.O.A. Board were approved following a motion by Dexter which was seconded by Heather and unanimous vote.
  1. Treasurer’s Report
    1. Dexter distributed the treasurer’s reports via e-mail on November 14, 2022 of income & expenses through October 24, 2022 which was the date he packed up and left Massachusetts to come back to Florida.
    2. Checking Account Balance was $11,010 (as of 10/31).
    3. Savings Account Balance was $43,529 (as of 10/31).
    4. As indicated, for several months, we are over budget by $6,217 due to the extraordinary expenses for irrigation and pond well and fountain.
    5. A question was raised “What were the legal fees for”.  We needed a legal opinion from Counsel for the violations for the Sermersheim residence and Fines Committee.  An amendment to our CC&R’s (Covenants) had to be filed to comply with new regulations regarding Fines Committees and it was recorded with the Orange County Clerk of the Court.
    6. Mike made a motion to accept the October Treasurer’s Report, Jeanne seconded the motion. It was unanimously approved.

    Yard of the Month (YOTM):

1523 Hawkesbury Ct. to Jordan Davis & Kathleen Gavern—They were thrilled to be recognized.

ARB (Architectural Review Board) Requests Received & Approved:

None Received.

Current Violations: (No new violations)

1551 Victoria Way – 2nd request previously sent for sidewalk/driveway cleaning/pressure wash and general landscape clean-up. A certified letter to be sent is next. This is the second time this resident has reached Violation Fine.  Last time, about 6 months ago, they addressed the vine overgrowth, but it is out of control again.

1609 High Hampton Ct – Portable Basketball Hoop in the driveway.  This was a previous violation that was resolved and was in violation again but has become compliant.

Convening the Fines Committee for 1551 Victoria Way.

The Retention Pond is scheduled to be treated shortly in November.

The irrigation system and lawn care are scheduled on 11/29.

Paul Clancey will be checking several front entry electrical issues such as: Front Lights, Pond Light timer, Outlets for Christmas Lights.  He has volunteered to inspect and evaluate status and solutions.

Four dead pine trees and two palms were removed. A third palm was retained and trimmed.  A large philodendron that had been knocked down and damaged was removed and a large tree/weed thing was cut back and a palmetto bush near the pond was removed and a couple ligustrums were trimmed.

OLD BUSINESS
 

  1. County Grant (Add Aerator to Pond)
    1. The grant application deadline was October 13 and the committee will decide which applications to approve to present to the commissioners on November 10th.
       
    2. The Orange County Board of Commissioners are scheduled to vote on the Neighborhood Improvement Grants on December 1st.
  1. Revised Tuscany Directory
    1. Sandra and Don Kress completed updating the Tuscany Directory and a few revisions to be incorporated and then distributed.  Possibly with the end-of-year letter with 2023 budget, $25 dues increase, Women’s Club holiday get together on Dec. 6th, Luminaries Sat., Dec 17th get together. Annual Meeting to be 1st Monday in March.

  

NEW BUSINESS

  1. Santa is Coming Tuesday Dec. 13th by the City of Winter Garden Police & Fire Departments.
  2. City of Winter Garden has put Tuscany’s streets on their list to get repainted (stop limit lines, etc.) date TBD.

Next Board Meeting is scheduled on Monday, December 12 at 7:00 PM. Location TBD at Jeanne Yazinski’s house at 1678 Victoria Way.

Adjournment – Dexter moved we adjourn, All Board Members seconded it.  Sandra adjourned the meeting at 7:50 PM.
