Board Meeting Minutes from December 6, 2021

(in person at Sandra Wilt’s House)

Board Member Attendees: Sandra Wilt (Pres), Randy Mears (VP), Dexter Blois (Treas.), Mike Pastor (Sec), Heather Peery (Community Oversight Chairperson).

Board Members Absent: Stephen Jones, David Weakley

Resident Attendees: none

  1. This meeting was called to order by Sandra Wilt, President, at 6:59 PM.  This in-person meeting was audio recorded by Mike to aid minutes preparation.
  1. Meeting minutes review and approval – It was agreed that the Minutes of the November 6 Board Meeting are approved pending the fact that Dexter was present at the meeting and not by phone.
     
  2. Financial / Treasurer’s Report
    1. Dexter reported the Tuscany H.O.A. had the following account balances on November 30th:
         > Checking:    $18,480

       > Savings:      $43,522

               b.   87.5% of the budget expended, excluding the      insurance claim receipts & expenses and we’re on track to finish under budget. With the insurance money included, 90.0% of the budget expended, including the insurance claim receipts & expenses and we’re still on track to finish under budget.

  1. Discussion was held about Quick Books settings, options to detail individual checks deposited instead of as a lump sum and to possibly use accrual basis reporting instead of cash basis. 
  1. Minuteman printed the end of year newsletter.  They are charging much higher now and we’ll consider other print service providers going forward.
  1. Community Oversight Committee – Heather Peery

    ARB (Architectural Review Board) Requests Received & Approved:

None

ARB Violations:

 1652 Victoria to pressure wash sidewalks.
1551 Victoria Way – Overgrowth & Roof Cleaning (a continuing issue).

OTHER:

A complaint was received about from a Malcolm Pointe resident about trash bins in a driveway and that resident as talked to.

Landscapers- Southern Environmental is doing a good job and everything’s looking better. 

  1. Old Business
    1. Status of County Grant to Re-Landscape Community Entrance
      1. Dexter – No feedback or Updates.
         
    2. Update on Semersheim violation.  Sandra to send a memo for the need to convene the Fines Committee requesting they set a meeting date. (Donna Horsley, Jeanne Yazinski and Bill Barto) and then an advance notice will be sent to the violating resident. 
      1. The Fines Committee can decide to issue a fine up to a maximum daily amount not to exceed $100 per day.
      2. If fines are not paid, a maximum of $1,000 lien can be filed.
    3. Dues are being received for 2022.
    4. Ladies Club Holiday Party Invitations were distributed
    5. Holiday Luminaries are scheduled the night of 12/18/2021.  Assemble Bags at 3:30 PM. Pass out at 4:00 PM.  Check inventory of bags and candles and order as needed.  Discuss reception in Charlemagne Court.   
       
  2. New Business
    1. Pond Weed Cleaning. 
      1. Volunteers requested.  Iron/Garden rakes to pull pond weeds.
      2. James Futch made significant improvement of the section he did. 
    2. New Irrigation System
      1. Replacement of the entire system is estimated to be $50,000 due to overall system size, tree roots, and going around the wall and the pond.
      2. We recommend we just continue to fix the existing system.
        1. A new provider was considered, Joe Zeilic, who quoted $195/hr (per visit)
        2. Current vendor (Water Systems Irrigation Specialists of Florida) charges $119/visit, plus parts – we’ll continue to use them.
        3. A small sink hole between sidewalk and pond caused the sprinkler head to point sideways and was corrected
      3. Pond Maintenance Service (Algae)

Discussion was held about pond maintenance service- the current company bills for service every 3 months but come once per quarter but may actually come month-1 of one quarter and then month-3 of the next quarter so there could be 5 months between visits.  Dexter will arrange to get the new company to come every 2 months.  Sandra moved we signed a contract with Sarko Services for pond service.  The board voted and approved it unanimously.

  1. Adjournment – Dexter made motion to adjourn, and it was voted unanimously.  Meeting was adjourned at 7:50 PM

    Next Meeting is scheduled on Monday, January 10th at 7:00 PM. at Sandra Wilt’s Back Porch at 1630 Victoria Way. UPDATE NOTE: This meeting has been postponed to January 17th due to a scheduling conflict.
