Board Meeting Minutes from November 1, 2021

Board Member Attendees: Sandra Wilt (Pres), Randy Mears (VP), Dexter Blois (Treas.), Mike Pastor (Sec), Heather Peery (Community Oversight Chairperson), David Weakley

Board Members Absent: Stephen Jones

Resident Attendees: none

  1. This meeting was called to order by Sandra Wilt, President, at 6:58 PM.  This in-person meeting was audio recorded by Mike to aid minutes preparation.
  1. Meeting minutes review and approval – It was agreed that the Minutes of the October 4 Board Meeting would be approved via e-mail, when they are amended to clarify who “I” meant in the Community Oversight Committee section (it meant “Heather”).
     
  2. Financial / Treasurer’s Report
    1. Dexter reported the Tuscany H.O.A. had the following account balances on September 30th:
         > Checking:    $20,813

       > Savings:      $43,521

  1. 74.5% of the budget expended, excluding the insurance claim receipts & expenses and we’re on track to finish under budget. With the insurance money included, 79.6% of the budget expended, including the insurance claim receipts & expenses and we’re still on track to finish under budget.
  1. Discussion was held regarding the procedures we should follow to retain some money in the Checking Account for the front entry landscaping, although we’ve always transferred the surplus checking balance to the Savings Account and then transfer the amount to cover the budgeted annual expense funds for 2022. This should occur in February to make sure the 2022 January expenses are funded.
  1. A contract with the new vendor for landscaping (Southern Environmental) was signed this morning.  The contract has a 30-day non-performance clause.  In the past, Imperial and Lagos billed us and we paid for the upcoming month.  Going forward we will not pay in advance, and only at the end of the month for actual services provided and confirmed for that month.
  1. A motion was moved to accept the treasurer’s report by Randy and seconded by Heather.  The Board then voted unanimously to accept it.
  1. Discussion of the proposed 2022 Budget ensued to include the following:
  1. Sandra advised Mulch & Tree trimming be reduced to $1500
  2. Sandra advised Pressure Washing (sidewalk and along Fuller’s Cross) be increased from $500 to $1000.
  3. Annuals $200 won’t be needed if the front entry is getting overhauled.
  4. Legal fees can be reduced by $200.
  5. Lawn of the Month gift cards were purchased ahead for the year.
  6. Luminaries budget of $100 needs to be increased to $250 for bags, candles, and sand.
  7. Directory printing will remain unchanged.
  8. Landscape-Other budget of ($499 of $600 has been spent in 2021)
  9. Insurance company has notified us we are canceled effective for 2022.
  10. Estoppel and Transfer Fee revenue has not been budgeted since these are unknown and not assured since we don’t know how many homes will be sold.
  11. Mike moved the Proposed Budget be adopted (no increase in dues) and Randy seconded it.  It is unanimously approved.
  1. Community Oversight Committee – Heather Peery

    ARB (Architectural Review Board) Requests Received & Approved:

1530 Cashiers – Painting
1213 Thornbury – tree removal
1519 Cashiers – Painting
1537 Hawkesbury – roof
1516 Cashiers – buried gas tank for pool/spa heater (pool previously approved) ARB not required
1571 Victoria – tree removal

ARB Violations:

 Due to several homeowner health issues, no walk around was conducted for October and all pending ones were deferred another month.
1551 Victoria Way – Overgrowth & Roof Cleaning. Fines Committee will convene to address this if not resolved.
1618 Victoria Way – Roof cleaning.
1613 Walkerton Ct – Roof Cleaning.

OTHER:

Landscapers- Southern Environmental will be trimming palms on Nov 1 and 2 and will take over the common area landscaping (as well as some resident homes) on Nov 5th.

Termination notice was given to Lagos Landscaping

  1. Status of County Grant to Re-Landscape Community Entrance …  Dexter New Landscape company RFPs sent to 5 potential vendors.  One response that they are interested but nothing received.   Sent to: William Scott King, Firehouse Lawncare, AdvanceScapes, Unique Landscapes, and Weber Environmental.   NO RESPONSE AS OF 11-1-21.
     
  2. Update on Semmersheim violation final notice sent
     
  3. Recruitment of a fines committee…. Blastic will serve, Barto will serve.
  1. New Business
  1. Set date for distribution of 2022 budget along with HOA dues invoices.  This has previously been done during the last week in November with year-end letter from president on one side, budget on other side, and dues invoice included. 
  2. Set date for Holiday Luminaries night 12/18/2021.  Assemble Bags at 3:30 PM. Pass out at 4:00 PM.  Check inventory of bags and candles and order as needed.  Discuss reception in Charlemagne Court. 
  1. Adjournment – Meeting was adjourned at 7:44 PM.
