Board Meeting Minutes from October 4, 2021

Board Members Absent: Randy Mears (VP), Stephen Jones, David Weakley

  1. This meeting was called to order by Sandra Wilt, President, at 7:03 PM.  This in-person meeting was audio recorded by Mike to aid minutes preparation.
  1. Meeting minutes review and approval – Minutes of the September 14 Board Meeting were approved, as amended to clarify the company phone number change for one of the pond cleaning companies Dexter attempted to contact, following a motion by Sandra and seconded by Heather. The motion was voted on and approved unanimously.
     
  2. Financial / Treasurer’s Report
    1. Dexter reported the Tuscany H.O.A. had the following account balances on September 30th:
         > Savings:      $43,520.85
         > Checking:    $22,895.78
    2. 79% of budget expended but all on track to finish under budget.  A motion was moved to accept the treasurer’s report by Mike and seconded by Heather.  The Board then voted unanimously to accept it.
  1. Community Oversight Committee – Heather Peery

    ARB (Architectural Review Board) Requests Received & Approved:

1523 Hawkesbury Ct – Trim Lighting
1660 Victoria Way – Fence (replace wood with vinyl)
1520 Cashiers - Roof

ARB Violations:

 1551 Victoria Way – Overgrowth (3rd request with deadline of October 30) – Roof Cleaning

1618 Victoria Way – Roof cleaning (3rd request), he had been given until 11/1 to complete after discussion, I’ll have another conversation to ensure he’s still on that timetable.

1613 Walkerton Ct – Roof Cleaning (3rd request), I’ll have a conversation to determine status with him
 

OTHER:

Pond quotes being obtained by Dexter.  Solitude, a national company that’s acquiring independent companies, was out on 9/30 for treatment (3rd of their 4 annual treatments).  Stated he will be treating for shoreline grasses.  He stated no algae or aquatic weeds present.  He obviously isn’t looking at the southeast end of pond where Heather can see algae.  Again, no notice given until after the fact.  Heather has emailed him asking what that green soupy stuff is, if it isn’t algae. 

Landscapers- Still waiting on hedge to be fully trimmed.  Seems like a one- or two-man crew can’t quite handle the job.  Heather is still having conversations weekly on issues, but it’s been over a week with no one showing up now. 

Brick wall – Donna Horsley called about mold and plants on her side of brick wall.  Asked if it gets sprayed, not pressure washed.  Heather sprayed exterior of wall with weed killer but recommend she handle her side within her yard.  The H.O.A. is not responsible for mold on the wall.

  1. Old Business
  1. Lending Library / Neighborhood Book Exchange – Procurement of the cabinet is complete.  October 6th to dig and install the 4x4 post and Saturday, October 9th to mount the cabinet.
  1. Community Enhancement County Grant – Status: Dexter stated that he hasn’t heard back from Tabitha at Orange County.  He’s waiting for the names of approved vendors from her.  Sandra stated that RFP’s (Request for Proposal) were sent to the 5 potential vendors.  Only one replied that they are interested in doing the project, but we have not received anything yet.  RFP’s were sent to William Scott King, Firehouse Lawncare, AdvanceScapes, Unique Landscapes and Weber Environmental.  If we cannot get the grant money, then we may simply carry the $1,500 from this year’s budget to next year and budget an additional $1,500 for 2022 and fund new entry landscaping that way.  All indications are that all area landscaping companies are having great difficulty getting employees to do the work.
  1. The Semmersheim violation has been sent with a 10/31/2021 deadline to comply.  Sandra researched fine regulations, in Florida, and determined an HOA or Condo Association can only issue fines up to $100 per violation, not to exceed $1,000.  It is unclear if fines can be upheld on an estoppel.  Unpaid dues are more enforceable than fines. Liens, fines and violations are asked about on estoppel requests.
  1. Fines Committee representatives are being recruited.  Three members are required. A 14-day notice must be given to homeowners prior to a meeting being held. Possible members are homeowners Blastic, Barto and Horsley, but will be finalized at the next month board meeting.
  1. Need for palm tree trimming (15 trees) and possible removal of 1 tree.  We budgeted $2,500 and $800 has been spent so far.  A quote from Lagos was requested.  Dexter checked the treasury records to see how much Hill’s Tree Service charged in the past.  He found that Tuscany paid $450 in 2018, $600 in 2019 and $2,400 in 2020. 
  1. New Business
  1. Dryer Vent Wizard vent cleaning would be $99 and a $49 fee would be waived (this is the company we stumbled upon when seeking landscape vendors). 
  1. Adjournment – Meeting was adjourned at 7:40 PM. 

    Next Meeting is scheduled on Monday, November 1st at 7:00 PM. at Sandra Wilt’s Back Porch.
