Board Meeting Minutes from September 14, 2021

Board Member Attendees: Sandra Wilt (Pres), Randy Mears (VP), Dexter Blois-By Phone (Treas.), Mike Pastor (Sec) ARRIVED LATE, Heather Peery (Community Oversight Chairperson), Stephen Jones, David Weakley-By Phone

Board Members Absent: none

            Resident Attendees: none

  1. This meeting was called to order by Sandra Wilt, President, at 6:45 PM.  This in-person meeting was audio recorded when Mike arrived at 7:05 PM to aid minutes preparation.
  1. Meeting minutes review and approval – Minutes of the August 16 Board Meeting were approved following a motion by Dexter which was seconded by Heather.
     
  2. Financial / Treasurer’s Report
    1. Dexter reported the Tuscany H.O.A. had the following account balances on August 1st:
         > Savings:      $43,520.14
         > Checking:    $24,361.38
    2. 75% of budget expended but all on track to finish under budget.  A motion was moved to accept the treasurer’s report by Randy, and seconded by Sandra.  The Board then voted unanimously to accept it.
  1. Community Oversight Committee – Heather Peery

    ARB (Architectural Review Board) Requests Received & Approved:

1503 Cashiers Dr – Roof
1547 Victoria Way – Replace Driveway with Pavers
1600 Victoria Way – Landscaping in front

ARB Violations:

 1613 Walkerton – roof cleaning (2nd violation)
1504 Cashiers – needs sodding – Completed.
1551 Victoria Way – Excessive plant growth on pool screen and house and roof needs cleaning.  2nd violation for growth mailed on 9/6. 1st violation for roof cleaning. 

OTHER:

Lagos Landscaping continues to be an issue.  New crew hired and there is improvement, but it’s not consistent yet. 

Pond maintenance for 2021-2022 requests for quotes are on-going.

  1. Old Business
  1. Lending Library / Neighborhood Book Exchange – Procurement of the cabinet is complete.  October 7th to dig and install the 4x4 and October 9th to mount the cabinet.
  1. Community Enhancement County Grant – Sandra stated that the landscaper to do the project has not responded.  Grant was approved and funding is forthcoming.  Vendor/contractor must be identified and selected.  Dexter will contact the county’s authorized vendors to make a selection.
  1. New Business
  1. Need for palm tree (10 to 12 trees) trimming and possible removal of 1 tree.  We budgeted $2,500 and $800 has been spent so far.  A quote from Lagos was requested.  Sandra asked Dexter to check treasury records to see how much Hill’s charged us two years ago.
  2. While researching pond maintenance companies, a company that was bought out has changed it telephone number.  The number was then reassigned to a dryer vent cleaning company.  Dexter said that he had requested quotes from this new company since this can be a source of fire hazards if the vents are not cleaned.  Even more so for the houses with vertical roof exiting dryer vents. This will be discussed in more detail at the next board meeting.
  3. Dexter received an email from a prospective home buyer that inquired about any HAM radio antenna restrictions.  Dexter, himself, is a licensed HAM radio operator and shared that there is a federal regulation that stipulates municipalities nor H.O.A.’s can limit or restrict these.
