Board Meeting Minutes from August 16, 2021

Board Members Absent: Randy Mears (VP), Stephen Jones

  1. This meeting was called to order by Sandra Wilt, President, at 7:05 PM.  This in-person meeting was audio recorded to aid minutes preparation.
  1. Meeting minutes review and approval – Minutes of the July Board Meeting were approved following a motion by Dexter which was seconded by Heather.
     
  2. Financial / Treasurer’s Report
    1. Dexter reported the Tuscany H.O.A. had the following account balances on August 1st:
         > Savings:      $43,519.39
         > Checking:    $24,976.82
    2. Dexter added a revenue line item to reflect the Insurance Reimbursement “income”.  This allows us to better reflect the association’s financial position rather than only showing the lightening related expenses without the off-setting insurance claim reimbursement.
    3. Through July 31st, 58% of the year has elapsed and 70% of the funds have been spent, considering there are annual expenses that are prepaid, such as church donation for annual meeting space, post office box, insurance, fertilizing & lawn maintenance, this is to be expected and we are in good shape.
    4. Mike made a motion to accept the Treasurer’s report and Heather seconded the motion.  The Board then voted unanimously to accept it.
  1. Community Oversight Committee – Heather Peery

    ARB (Architectural Review Board) Requests Received & Approved:

1507 Cashiers Dr – Roof
1618 Malcolm Point Dr – Shed
1670 Victoria Way – Roof

Current Violations:

1504 Cashiers – Re-sodding.  Continued conversations with Ms. Smith who is getting estimates.
1613 Walkerton Ct – roof cleaning

Trash cans left in view continue to be an issue.  Violations were issued this month, reminder was made in past on Facebook as well as in-person conversations with numerous residents.
    > 1603 High Hampton
    > 1515 Cashiers
    > 1512 Cashiers
    > 1600 Malcolm Point (2nd violation, conversation was had prior to any violation being issued)
    > 1551 Victoria Way.  The only outstanding violation for pressure cleaning was resolved.  Code Enforcement called for derelict car in driveway and safety and mosquito breeding concerns with neglected pool and overgrown vines.  Code Enforcement is promising to follow up.  Orange County Mosquito Control contacted to spray neighborhood.  Pool Screen/house to be discussed as no violation has yet been issued.  Photos were forwarded to board members.  Recommend all contact be made by registered mail.

Lagos Landscaping has hired a new crew due to repeated problems.  They have only had one week with new crew, but it seems better and looks cleaner. 

Additional Business:

Mailboxes must be painted the same color as the house.  Homeowners are responsible for CC&R compliance, not the contractors.

  1. Old Business
  1. Welcome Committee (to welcome new neighbors to Tuscany).  Sandra and Heather went to welcome four new residents to Tuscany no one was home and Welcome Packets with contact information request forms were left and 1 has been received back.  Sandra will follow-up.
  1. Lending Library / Neighborhood Book Exchange – Sandra sought a local vendor to avoid shipping expense, but could not find one.  A supplier was located on Etsy that makes very nice larger boxes (24” x 17” x 17”) for $400 plus shipping totals $499.97 of the approved $500.  It is cedar and Sandra will stain and polyurethane it and a mount was ordered to be put atop a 4x4 post.  They are “made to order” so it should be done in the next 28 days.
  1. Women’s Club Reactivation – Heather posted on Facebook to see if there was any interest.  It seems like some “pop-up” driveway get togethers was the initial consensus.
  1.  Community Enhancement County Grant – Dexter is waiting for the county’s required insurance specs to determine if the vendors comply.  Heather and Sandra attended the mandatory meeting.  Several non-HOA community “advocates”, do not pay a “match”.  The county indicated only two “approved” landscape vendors are on their list, but it’s unclear exactly what their requirement is since the vendor works for us, not the county.
  1. Estoppel: In the May board meeting Dexter questioned if the approach of the estoppel fee getting paid to the Tuscany H.O.A. at closing makes sense since the paperwork must be prepared and submitted to the closing agent prior to closing and we should be paid regardless of whether the closing takes place, as anticipated, or not.  It seems that the estoppel notice should not be issued until the fee is paid.

Three different agencies do the estoppels for Florida transactions, two are internet based (Estoppels.com & HomeWiseDocs.com) and The Closing Agent is an Orlando-based company. 

No answers yet on timing and procedures, however we have adjusted our fee from $150 to $300 to be consistent with other neighborhoods charge. 

Discussion of this will be continued at the next board meeting.

  1. New Business

Front Entry Flagpole – A homeowner suggested including a flagpole into the front entry landscape design, however it was determined to be too late to include in the grant application.  Compliance with flag display regulations and possibly becoming a potential target for vandalism were discussed.  Instead, patriotic bunting decorations for the entrance was also discussed and agreed upon. Funds were authorize funds up to $40 for Labor Day and other patriotic holidays.
