Board Member Attendees:  Stephen Jones, Monica Lepp, Jeanne Yazinski, Randy Mears, Andrew Horne, Larry Ort

Board Member Absent: Mike Pastor

Resident Attendees: Sandra Wilt, Dexter Blois, Heather Peery

ANNUAL MEETING will be held Monday, April 12 @ 7:00PM at Cornerstone Community Church at 1333 E Crown Point Rd, Ocoee, FL 34761. We will be in the sanctuary of the church. All attendees should wear a facemask and social distance.

  1. This meeting was called to order by Stephen Jones, President, at 7:14 PM (this Skype meeting was recorded to aid in preparing meeting minutes)
  1. Minutes of February 8, 2021 Board Meeting
  1. At the end of the meeting a motion to accept the minutes was made by Stephen and seconded by Andrew.  It was approved unanimously.
  1. Treasurer’s report prepared by Monica Lepp. 
  1. Checking Account balance:  Current balance is $32,138.44 (last month was $37,027.90). 

Savings Account balance: Current balance is $43,515.76 (last month it was $43,515.10).

  1. Lightning Insurance Reimbursement: The last bill for expenses related to the lightening related claim was paid for $6,483 to Water Systems Irrigation.  It “looks like” we are over budget by $4,394.67 for the insurance reimbursement, but $3,156 was unused in 2020 leaving only $1,238.67.  Since we had a $1,000 deductible, we really were over budget by $238.67.  We installed a new pump, all new irrigation pipes all along the wall and new electrical wiring work to the pump, too.
  1. Insurance: Surprisingly, our HOA insurance premium did not increase for this year.  Considering this and the board member surety bond/insurance, we are currently $300 under budget.
  1. P.O. Box Rental Renewal Due: Notice was received that it is time to renew.  Last year it was $70.  Monica will go to the post office to pay this.
  2. Outstanding HOA Dues for 2021: There are currently 3 households that have not paid dues for this year. A $25 late fee was applied to their account and invoices were mailed out.
  3. Savings Account Balance Discussion: Stephen asked how the balance in this account was established.  This accumulated over the life of the Homeowners Association and it is intended to be used in case a major expense arises without needing for a special assessment.
  4. Jeanne moved to accept the Treasurer’s Report and Stephen seconded the motion.  It was approved unanimously.

  1. ARB Requests Received and Approved:
  1. 1673 Victoria Way – Replace Roof Shingles
  2. 1547 Victoria Way – Cut Tree Down
  1. Entry Mulch: $100 delivery fee each delivery.  Possible grant for landscaping front entry.  If we delay mulching the entry it will cost an extra $100 delivery fee and since we haven’t mulched the entry in 2 years, we should do it now.  Ivan is having mulch delivered on 3/13/2021.
  1. Front Porch Screen Enclosures – Larry mentioned that the board discussed and approved allowing homeowners to enclose their front porches with screening at the February Board Meeting. 
  2. Neighborhood Yard Sale:  Held on 2/21/2021.  Feedback received is that it went well, and no issues were reported.
  1. Tree Removal Request:  If a licensed arborist approves a tree removal, the City of Winter Garden does not need to approve or require a permit.  State law (Homeowner Bill of Rights, House Bill 19-1159, Chapter 2019-155 Section1. Section 163.045)

Florida Statute: 163.045 Tree pruning, trimming, or removal on residential property.

(1) A local government may not require a notice, application, approval, permit, fee, or mitigation for the pruning, trimming, or removal of a tree on residential property if the property owner obtains documentation from an arborist certified by the International Society of Arboriculture or a Florida licensed landscape architect that the tree presents a danger to persons or property.

(2) A local government may not require a property owner to replant a tree that was pruned, trimmed, or removed in accordance with this section.

(3) This section does not apply to the exercise of specifically delegated authority for mangrove protection pursuant to ss. 403.9321-403.9333.

    1. Orange County Grant - Front Entry Landscape
      1. Dexter stated that a grant request will require a plan to be developed and submitted to the county with the grant request.
      2. Sandra & Jeanne will work together to find a company to develop a front entry landscaping plan.

    3. Annual Meeting
      1. At Cornerstone Community Church at 1333 E Crown Point Rd, Ocoee, FL 34761 on Monday, April 12 @ 7:00PM. We will be in the sanctuary of the church, but there will be plenty of room to social distance.
      2. There was a discussion surrounding possibly holding this meeting outdoors in one of the cul de sacs due to the Covid-19 pandemic but was subsequently decided as indicated above.
      3. Three open Board Member positions to replace Jeanne, Monica and Larry.
        1. So far, interested homeowners that expressed a willingness to serve on the HOA Board are: Heather Peery, David Weakley, ___________ (Need 1 more)
    4. Andrew Horne volunteered to post neighborhood updates to the Tuscany Neighborhood Facebook Group.
  1. NEW BUSINESS
    1. Winter Garden Police - Community Liaison Officer – Will resume attending HOA Board Meetings again.
    2. Google Drive can be used as an online repository.
