Board Meeting Minutes from December 7, 2020

Tuscany HOA Monthly Board Meeting
December 7, 2020

(via Skype call-in virtual meeting)

Board Member Attendees: Stephen Jones, Monica Lepp, Randy Mears, Jeanne Yazinski, Andy Horne, Larry Ort, Mike Pastor

           Resident Attendees: Sandra Wilt

  1. Meeting called to order by Stephen Jones, President, at 7:10 PM (this meeting was recorded to aid in preparing meeting minutes)
  2. Treasurer’s report presented by Monica Lepp. 
    1. Jeanne will discuss the insurance activities.
    2. Monica has deposited 3 insurance checks and received a 4th one today totaling $18,032.15 for lightening related damage.
    3. Monica was able to add a new income (revenue) account called Insurance Reimbursement to record these check deposits into and for all related payments.  A wall repair deposit payment was previously paid and it will be transferred to come out of this.
    4. All HOA Dues invoices were sent out and 6 checks have been received, but not deposited or posted, yet.  Jeanne suggested several tips to best organize these.
    5. Water Systems Irrigation’s emailed invoices were going straight to Monica’s deleted mail folder.  The problems were finally fixed today.  They said that one of their invoices that was still unpaid, was in fact paid and payment confirmation was provided.  They have two different customers called Tuscany so those need to be checked very closely.
    6. Checking Account balance:  Current balance is $21,389.25  (last month was $12,688.74), includes 3 insurance checks.  The 4th insurance check that just came in needs to be deposited for $6,602.00 (the total is the $18,000 mentioned above).
    7. Savings Account balance:   Current balance is $43,512.96  (last month it was $43,512.22).
    8. A motion was made by Jeanne to approve the Treasurer’s report and it was seconded by Stephen.  It was unanimously approved.
  1. HOA Meeting Minutes for October & November were finalized and sent out very early this morning.  No changes were indicated, and Jeanne made a motion to accept the minutes and Randy seconded it.  Approval was unanimous.
  2. ARB Review - Larry Ort, Community Oversight Committee  
  1. Prior Month “Non” Violations:
    1. None in November due to the major acorn issues.
    2. None in December due to holidays.
  1. Previous Violations related to pressure washing were all advised to defer resolving due to the acorns, however 8 were completed (including 4 pressure washing, grass mowing, fence repair, weeds in paver driveway, trailer parked in driveway)
  2. Lawn of the Month – Presented to 1609 High Hampton
  1. ARB Requests received & approved: 3 replace roof shingles & 1 repaint house.
  1. OLD (Ongoing) BUSINESS
  1. Lightening & Irrigation Repairs (presented by Jeanne):
    1. Lightening related damage totaled $13,000. Including a new pump for $4,000.  Our pump was actually 25 years old, which is an extremely long life. A few months ago, the higher-than-normal Duke Energy electrical bill was likely due to a failing pump that caused it to run continually.  Fortunately, the lightning strike killed that pump and saved us from buying the pump outright, plus $6,600 to replace the feeder irrigation pipes since they had to be capped off to repair the wall damage.  Insurance is also covering all 4 entrance lights, not just the 2 damaged since they would not have matched the other 2.
    2. Irrigation repairs will start next week to replace the pipes to the various zones.  Those need to be done before the pump can be replaced.
    3. Jeanne expects we will likely break even for all repairs less the insurance claim reimbursements.
  1. The entrance lights are staying on all day again due to a malfunctioning light sensor, which as to be replaced multiple times a year, Larry suggested we change it to a mechanical box timer which will be more reliable.  Jeanne made a motion to replace it and Stephen seconded it.  Approval was unanimous.
  2. Luminaries will be on Saturday, December 19, 2020.  Bag assembly will take place on Charlamagne Ct.
  3. Letter was sent to house on Walkerton Ct regarding insufficient landscaping.
  4. Any sidewalk repair issues (cracks, uneven sections or joints, etc.) need to be called to the City of Winter Garden Public Works department.

NEW BUSINESS

  1. December Lawn of the Month to be voted on by homeowners for “Best Decorated House/Yard”.  The winner receives a $20 Publix gift card. Mike will buy the gift card.
  2. The Annual Homeowner Meeting, must be on first Monday in March, needs to be held on 03/01/2021.  Mike to schedule the meeting with the Pastor of the Cornerstone Community Church at 1333 E Crown Point Rd, Ocoee, FL 34761.  A letter, from the president, to invite all residents with a yearly recap, anticipated # of board member openings and annual actual versus budgeted expenses needs to be mailed.
  3. Holiday lights should be turned off nightly by midnight.

This meeting was adjourned at 7:41 PM.
