October 5, 2020

Board Member Attendees: Stephen Jones, Mike Pastor, Monica Lepp, Randy Mears, Jeanne Yazinski, Andy Horne, Larry Ort

OLD (Ongoing) BUSINESS

  1. Meeting called to order by Stephen Jones, President, at 7:05 pm (this meeting was recorded to aid in preparing meeting minutes)
  2. September 14th Board Meeting Minutes by Mike Pastor
    1. Jeanne made motion to accept/approve the Minutes & Stephen 2nd the motion.  Approval was unanimous. 
  3. Treasurer’s report presented by Monica Lepp. 
    1. Checking Account balance: $12,964.11 (Sep. month end), previously $13,011.04
    2. Savings Account balance:   $45,512.22 (Sep. month end), previously $45,511.48
    3. Estoppel Request received for 1670 Victoria Way, Closing Wednesday 10/07/20, $150 to come to us.
    4. Duke Energy bill received for double the amount from previous months $478 (for 08/11 to 09/10/2020) instead of $238.  Various members mentioned their meters were swapped out.  Monica will call Duke Energy to investigate.
    5. Irrigation Specialists invoices, as mentioned last month, were not going to Monica’s inbox resulting in a few unpaid back bills, a couple invoices were duplicates amounting to about $1,500, but that has been rectified.
    6. Efforts are to begin to develop the 2021 budget.  Any changes from this year’s budget for next year need to be submitted to Monica since she and Jeanne will be working on this the next few weeks.  Some changes to consider are reducing legal fees, directory expenses and social committee picnic, etc.  We need to request tree service and irrigation related charges/estimates so we can budget as accurately as possible.
    7. Sandra suggested we communicate plans to move funds for the major irrigation expenditure from reserves to pay for this work.
    8. Jeanne made motion to accept/approve the Treasurer’s Report & Stephen 2nd the motion.  Approval was unanimous. 
  1. ARB Review - Larry Ort, Community Oversight Committee
    1. Non-Violations (Written Requests written) in September:
      1. 4 to Pressure Wash driveways & sidewalks ALL COMPLETED
      2. 2 to Repair wooden fence BOTH COMPLETED
      3. 1 Grass needs to be mowed
      4. 1 Trash bins in driveway need to be moved out of site COMPLETED
    2. Previously Issued Non-Violations:
      1. 2 to pressure wash driveways & sidewalks BOTH COMPLETED

    4. ARB Requests Submitted:

09-09-20 – Texted Marsha to set up an appointment to replace irrigation system.  Marsha to text back with a date & time

09-14-20 – Mark came by to review & discuss situation with irrigation system.  He recommended reworking the water supply pipes along the brick wall and along the hedge lines where those pipes go through residents’ property.  To make an accurate estimate they will need to do some digging, which will cost the HOA $230.  $6,180 estimate for the required major repairs.  Other estimates to be obtained.

09-14-20 – Texted Stephen to give update & get his opinion

09-14-20 – HOA Board approved this expenditure ($230 to prepare major repair estimate) at the September Board Meeting held that evening.

09-14-20 – Larry texted Marsha giving approval to do the work necessary to prepare the estimate and let him know when that can be scheduled.

09-15-20 – Marsha texted back; it’s scheduled Wednesday 9/23/2020. (STILL PENDING and Continues With Next Item)

  1. (09-18-2020) Donna Horsley called & reported an irrigation leak in front of their home

09-18-20 – Larry called Andrew, he turned off the sprinkler system & confirmed a leak was evident.

09-23-20 – Information was given to Mark, our irrigation specialist.  This leak will be included in the estimate for major repairs for Tuscany.

09-23-20 – Larry met with Mark and discussed the areas to be reworked, including another area in front of Donna Horsley’s house that was leaking.

09-25-20 – Donna called & reported a water leak in front of her house

09-25-20 – Andrew checked the control box and found it was turned on.  He turned it off.

09-30-20 – Waiting for estimate

10-04-20 – Texted Marsha to check status of the estimate

10-04-20 – Marsha e-mailed an estimate date 10/02/2020 for $6,183.00. (STILL PENDING)

  1. 09-02-2020 – Jeanne Yazinski texted Larry and reported that the front entry lights were staying on late every morning.

09-02-20 Larry asked Donna if they could trim some bushes that might be blocking the light sensor.  Donna replied that Kent would on 09-05.

09-28-20 Larry replaced the light sensor (COMPLETED)

  1. 09-14-20 – Sandra Wilt expressed concerns about weeds in entry beds and overgrown hedge along Fullers Cross Rd.

09-14-20 – Larry texted Ivan (Imperial Landscaping) requesting a meeting with Ivan, Sandra (previous HOA president) and Larry.

09-16-20 – Requested meeting scheduled for 9/22/20 at 5:00 or 5:15 pm.

09-22-20 – Sandra & Larry met with Ivan.  He acknowledged a lack of quality to Tuscany’s common areas.  He advised that he fired hid Lead and promoted a gentleman that had worked directly with him to lead the lawn maintenance group.  Ivan will do all that he can to restore our confidence in his company.  He was reminded it is almost contract renewal time.  We will monitor weekly progress. (STILL PENDING)

  1. 09-14-2020 – HOA Discussed ideas for contacting someone to offer Pressure Washing (driveways & sidewalks) services to Tuscany residents. 

09-14-20 – Larry texted Kenny (Red Shoes) to find out if he was available to provide cleaning services to Tuscany homeowners.

09-16-20 Kenny called to express his appreciation.  He cleans driveways, sidewalks, pool enclosures, gutters, soffits, and house exteriors.  He will provide free quotes to all residents, square footage rate for pressure washing. (COMPLETED) 

  1. (09-20-2020) Andrew Horne, James Futch and Larry Ort cleared sand off the sidewalk that runs adjacent to Fullers Cross Rd and the HOA hedges.  They also opened a drain that was blocked due by debris to rain water flooding the sidewalk.  (COMPLETED)
  1. (09-20-2020) Jeanne had previously mentioned the HOA’s sidewalks need to be pressure washed inside the front entry and along Victoria Way along the pond. (The City of Winter Garden is responsible for cleaning the sidewalk along Fullers Cross Road and the driveway to the lift station behind Donna & Kent’s house).  Stephen contacted them, Jeffery Cotton handles that and a call back is anticipated.  Tuscany sidewalks are 1,290 square feet.
  1. Quotes received were:
    1. TRI P/W: emailed quote of $300
    2. Mr. Dirt Blaster: phoned quote of $350
    3. King Pro Services: $500
  1. We have $200 in the budget, but the lowest estimate and most comprehensive with insurance & licensure is from TRI P/W $300. The board approved this additional expenditure—Necessary & Safety Concern                                                                (STILL PENDING)
  2. (09-28-2020) Larry noticed the pond lights were not working.  He checked and found the breaker was tripped and would not reset.  Then when he checked the main breakers a few of those had been tripped off, too.  Once again, attempts to reset the pond breaker failed.  This problem needs to be determined and corrected.  (STILL PENDING) 

  1. (09-28-2020) Further observations by Larry found a top section of the HOA wall is broken away.  Also noticed bark was missing on an oak tree just above where the brick wall damage was located.  All indications show damage occurred because of a lightening strike on 9/27/2020.  East side TUSCANY sign light does not work and the outlet/receptacle on the west side no longer works.  Light on top of the wall back glass broken out.  A couple of Donna’s plants dying/wilting.  On 09-29-2020 Larry texted Monica concerning the insurance policy and this lightening damage. Jeanne said the insurance covers tree removal, the wall, lights, electrical, but not plants.  Dexter said the electrical feed (wiring) to the west side goes under the street, but since the light still works, we hopefully won’t have to replace underground wiring.  Jeanne suggested we request insurance to provide an electrical evaluation to identify all damage and any safety hazards.     (STILL PENDING)
  1. (09-30-2020) Larry found that common area landscape lights were staying on and suspected the sensor needed to be replaced. On 10-02-20 the sensor was replaced.  (COMPLETED) 
  1. (09-30-2020) Larry retrieved the neighborhood Yard Sale signs from the HOA’s storage unit. (COMPLETED) 
  1. Larry has had an item on the “back burner” regarding an ARB for a homeowner to repair cracks on a driveway.  He and Larry looked into stamped concrete, but the prices are rather high.  Larry also talked to Sherwin Williams in June about an enamel sealer they suggest.  Larry suggests a “concrete” color be selected by the HOA to standardize this.  It was suggested that we find a local property that has used this product so we can see how it looks.  Larry to research further.

      2. Larry contacted Red Shoes for pricing – he’ll prepare quotes as requested by homeowners.
      3. Stephen called the city to do Fuller's Cross sidewalk (Stephen) and water station. Public works. Waiting for a callback.
        1. Confirmed work would be completed Tuesday through Friday - Jeffrey Cotton 
        2. Email sent to Jeffrey and expecting call back for scheduling 
    6. 1670 Victoria Way for sale. 
      1. The closing is scheduled for Wednesday, October 7, 2020.  Estoppel request.
    7. 2021 Budget 
      1. Bring ideas to the October meeting.  
      2. Budget items need to be sent to Monica.
      3. Need to approve budget by end of November.  
    8. Luminaries 
      1. Sandra suggested we buy the same bags & candles that we did for 2018 because those purchased 2019 weren’t as good. Has 160 candles from prior year(s).
      2. Jeanne recalls 450 bags & 455 candles were purchased
      3. Sandra to work with Monica to place an order for 2020
  1. New Business  
    1. Lighting strike 
      1. Called and confirmed $500.00 deductible for lightning 
      2. Once claim is filed with Bankers Insurance Group, the adjusters will come out for a full inspection 
      3. Stephen asked if online access to our account had been set up for Bankers Insurance Group.  Since it had not, he will set it up.
      4. Larry provided list of current "discovered" items 
    2. Walkerton Ct landscaping notice, tree had been removed and replacement landscaping needed. 
    3. Yard of the Month policies to be identified/solidified and have the board members discuss nominations and select/vote.
  1. Questions and Discussions
    1. Upcoming Yard sales—At Front entry should we put cones out to prevent traffic blockage at the Stop sign.
    2. Stephen had put a poll on the facebook page asking about the yard sale, but he doesn’t see that it’s still there.  Monica said it’s still there.  Stephen realized he just needed to scroll down to see it.
