Tuscany HOA Monthly Board Meeting

November 6, 2019

Call to Order was made by Sandra Wilt at 6:31 p.m. The meeting was attended by board members Sandra Wilt, Jeanne Yazinski, Monica Lepp, Larry Ort, Mike Pastor

There were 3 community members in attendance: Dexter & Sue Blois and Heather Peery.

Treasurer's Report Jeanne Yazinski gave a treasurer's report which shows:

Current checking balance: $14,292.69

Current savings balance: $41,497.48

Dues owed by 2 residents: $1,753.59
(Both residents are billed and the balances accrue interest every month)

Jeanne also reported that the Annual Dues Payment Invoices will be mailed out to all residents by November 30th, 2019.

Jeanne suggested to (as we also did last year) give a Christmas gift to two of our vendors who have done good work and have not increased their prices. The board discussed that a $100 gift to each John at Living Waters Irrigation and Ivan at Imperial Landscaping would be appropriate. Sandra Wilt moved into motion to accept the suggestion for two $100 Christmas gifts for the aforementioned vendors. Mike Pastor seconded and it was carried unanimously.

Sandra Wilt moved into motion that the Treasurer's Report be accepted. Mike Pastor seconded and it was carried unanimously.

Community Oversight Committee Report: Larry Ort shared the Community Oversight Committee Report.

  • September:

Larry reported that there were no new CC&R violations for September. There was one non-violation issued for power washing the driveway and sidewalk. Four of six previously issued non-violations were corrected by the homeowners.

The Lawn of the Month was awarded to James and Glenda Futch at 1611 High Hampton Court.

  • There were 2 ARB requests in September:
    • 1508 Cashiers Drive  Replace existing shingles
    • 1200 Thornbury Ct.  Shingles replaced in August. ARB form received at Sept Board Meeting.
  • October:

There were no new CC&R violations for October. Four new non-violations were issued to homeowners alerting them to the issue of pressure washing needed for driveways and/or sidewalks One of 3 outstanding non-violations were corrected by the homeowners. There is one outstanding violation:
 

o 1504 Cashiers Drive  A letter will be sent giving the resident until Dec. 15 to correct the sidewalk and driveway violations. If the power washing is not completed, the violations will be sent to the fines committee for review and possible action.

The Lawn of the Month was awarded to 1642 Victoria Way.
  • There were 4 ARB requests in October:
    • 1547 Victoria Way  Paint exterior of home
    • 1621 Walkerton Ct.  Landscape by mailbox and water meter
    • 1218 Thornbury Ct.  Paint exterior of home
    • 1664 Victoria Way  Replace fence

Old Business  The community beautification grant project is ongoing. Apparently, the permit was held up but it has been filed with the city and should be obtained within 10-14 days. The sign maker will not order the materials until they have the permit. Larry will follow up in a week to get an update.

New Business:

  • Presentation of the 2020 HOA Budget  Jeanne Yazinski presented the proposed budget for 2020. Most items stayed the same with a few minor adjustments. The proposed budget will be posted to the HOA website once minor changes that were discussed by the Board are made. Mike Pastor moved into motion that the proposed 2020 budget be accepted. Sandra Wilt seconded and it was carried unanimously.
     

Set date for mail out of 2020 dues invoices with annual letter from board  Invoices will be mailed out by November 30th.

Luminaries - The Tuscany Community Luminaries Night date has been changed to Saturday, December 21st. Sandra and Larry will check the bags and sand in storage. Sandra will post instructions on the Tuscany Facebook page closer to the event and order candles.

General Discussion:

  • Dexter Blois brought up for discussion the issue of the pump station at the community entrance. Dexter asked why we don't get or request a permanent generator to be installed there in case of a hurricane or loss of power that would cause the pump station to have no power. He suggested requesting a meeting with a city manager to ask them go put one in, or to see if a partnership situation (where our community purchases a generator and gifts it to the city and they maintain it). According to Dexter, permanent generators are typically run for 30 minutes, once a week. Sandra and Dexter will start the process of inquiry and see where it leads.
  • December Yard of the Month  It was discussed that there will be two Yard of the Month awards for December. One for a yard and one for Christmas Decorations. The community will be asked to vote again on their favorite Christmas Decorations.

The meeting was adjourned at 7:33pm
