Tuscany HOA Monthly Board Meeting

Monday, January 7, 2019

Meeting called to order at 6:37 PM.

Board members in Attendance: Sandra Wilt, Jeanne Yazinski, Mike Pastor, Larry Ort, Andy Horne, Kristen Gordon

Others: Dexter Blois, Sue Blois, Heather Peery

November HOA Board Meeting minutes provided at meeting for review and approval; motion by Jeanne to accept minutes, Andy seconds.  November HOA minutes approved by board.

Treasurer's Report (Jeanne):

  • Review of final 2018 report:
    • Checking Balance: $20,133.42
    • Savings Balance: $41,480.55
    • Ended the 2018 year with $5,696.04 remaining; transferred $5,000.00 to the savings account from checking due to incoming HOA dues for the 2019 year ($13,168 still due from residents by 1/31/19 before late fees assessed)
  • Sandra will look to see if it is required to send out a P&L statement and will do so with Annual Meeting notice if needed
  • Motion by Mike to accept the Treasurer's Report, Andy seconds.  Treasurer's Report approved by board.

Community Oversight Committee (Larry):

  • December Violations
    • None; walk through for December cancelled due to the holidays

  • Additional Community Oversight Activity:
    • December
      • 12/1/18 - K. Horsley called to report another irrigation leak at front entrance.  John was notified and came out to check previously repaired area where he found a main 2 inch pipe leaking.  Repair was finished on 12/4/18.
      • 12/17/18 - L. Ort noticed lights around pond were on during daytime hours; removed faulty light sensor and replaced with spare.
      • 12/31/18 - L. Ort again noticed lights around pond on during daytime hours; purchased new sensor and relocated sensor.
    • Additional note that some roof cleaning done by residents, though completed, did not turn out well; Red Shoes priced a quote for residents if desired

Old Business

  • Per notes from November HOA meeting, L. Ort cleaned up Tuscany storage unit but question came up as to how long and in what form minutes for HOA board meetings must be retained; S. Wilt to check and report back so these can be saved accordingly
  • Recommendation to discontinue the fall Chapin Park picnic in favor of a more robust luminary event in the neighborhood around Christmas time.  Board agrees with idea and will be announced during annual meeting to residents.
  • D. Blois reported out on quotes & additional information gathered about installation of security system in Tuscany:
    • Several companies were contacted:
      • Flock Safety - annual cost of $2,000 per camera, with at least 2 needed; cameras are solar powered and a 24 month contract would be required
      • HOA Security Cameras - no response after several attempts to contact by phone
      • Third Eye Vision - estimated cost of around $8,000 - $15,000 and will come out and do a formal proposal if interested
      • The Security Cam - no response after phone and email inquiries
      • Surveillance Plus - local Winter Garden vendor; no internet needed, can be downloaded from wireless router; $8,770 installed; Tuscany would own the cameras, service fees would apply to service cameras & 90-day guarantee would be in place.
    • Board agreed at January HOA meeting that additional information is needed to make a decision and allowing residents opportunity to be involved would help make best decision.  For February HOA meeting, will invite both security companies and Winter Garden police department to speak to residents and answer questions.
    • Additional proposal to return to monthly meetings vs. bi-monthly; board agrees.

New Business

  • Confirmation of date of annual meeting, which will be held on Monday, March 4, 2019 at 7:00 PM at Cornerstone Community Church.  Mailings will be sent out shortly with notice and proxy.
  • Confirmation of date of Tuscany neighborhood yard sale, which will be held on Saturday, March 9, 2019.  L. Ort will get banner made to help advertise.
  • Discussion of spring Tuscany block party; date TBD.  Will be held in Hawkesbury Court.  Additionally, S. Wilt announced formation of Social Committee led by R. Staveley to help with events like luminaries and block party.
  • L. Ort proposed signage via email to board, which was reviewed and approved with minor changes.  Signage to be used to help better inform residents of events and others of yard sale as noted above.
  • Discussion of potential candidates for board positions for the upcoming year.  M. Lepp has expressed interest.  Need to fill total of 7 board positions.  S. Wilt, J. Yazinski, M. Pastor, L. Ort & A. Horne agreed to serve again.  K. Gordon to resign from board due to move.  Will look for additional potential members and ask for volunteers.
  • Discussion about renewing landscape at Tuscany entrance.  Recommended that a plan is made of what proposed landscaping will look like at annual meeting and ask for volunteers to help with efforts.  May need to potentially hire someone for electrical work to run Christmas lights at entrance (still TBD).

Next meeting will be on February 4, 2019 at 6:30 PM.
