Tuscany HOA Board Meeting
Thursday, November 15, 2018
Meeting called to order at 6:30 PM.
Board members in Attendance: Sandra Wilt, Jeanne Yazinski, Larry Ort, Kristen Gordon.
Others: Dexter Blois, Sue Blois
October HOA Board Meeting minutes provided via email to board; motion by Jeanne to accept minutes, Larry seconds.
Treasurer's Report (Jeanne):
2019 Budget presented to board for approval Includes increase in HOA dues for 2019 to $300per residence to help build contingency/capital for future wall repair.
Budget proposed for the year:
Total Income: $29,000
Total Expense: $25,800
Reserves: $3,200
Budget is balanced for 2019
Motion by Larry to accept the budget, Sandra seconds.
2019 Budget approved for distribution to residents.
Mailing to go out to residents in late November 2018 with
proposed budget and due invoice (due 1/1/19, by 1/31/19 with no interest charges).

10/2/18 - D. Horsley called to address concerns with pond (green film); called Lake Masters and were scheduled for pond treatment on 10/4 (completed).
10/2/18 - D. Horsley called to address concerns regarding weeds in the entranceflower beds. Ivan was contacted and he responded the weeds were sprayed on10/1 (completed)
10/9/18 - L. Ort contacted S. Wilt with a recommendation to replace the currentyard sale banner. S. responded and agreed; new banners ordered and received, old banner disposed of.
10/22/18 - S. Wilt received an email from J. Matthews concerning water billskyrocketing, prompting concern about a prior HOA pipe repair. John was contacted regarding issue and inspected. Leak was found on property that was not an HOA responsibility.
November
11/1/18 - Voicemail from 1508 Cashiers Drive regarding him receiving a 2nd notice from roof cleaning. Stated he could not find anything regarding roofcleaning in CC&R. Does not want to receive any more notices.
Worked with S. Wilt and HOA lawyer (Paul Hinckley) who determined itwas his opinion that the board has discretion to determine what is meant by "maintained" provided that the definition adopted is reasonable (and prohibiting mold growth on roofs is reasonable). Texts with homeownerconcluded with agreement to complete.
11/6/18 - Purchased 3 shelf storage units from Restore; cleaned out storage unit with leaf blower and brought All HOA records home for review. S. Wilt received information from the lawyer that we need to maintain records for 7 years. The association will need to maintain & retain governing documents and minutes.
Also purchased Bankers boxes, reviewed files and sorted.
11/13/18 - Advised by J. Curall that home owner at 1523 Hawkesbury Ct was removing bushes and shrubs in front yard and laying sod without approval. Stopped and met with resident about job being done without ARB approval. ARB application submitted on 11/28/18 and approved and returned to homeowner.
11/26/18 - Noticed sand washed out on sidewalk at front entrance by D.Horsley's home. Took photos and forwarded them to John for review. Turnedsprinkler system off. John text back indicating believes main pipe issue. Stoppedby on 11/29 and found valve assembly leaking and major pipe leak. Very hard to locate broken pipe (major job) but capped off broken pipe as best as could.
Old Business
Luminaries Night--12/15, 3 PM Luminary Assembly (1630 Victoria Way). Was rescheduled to 12/22
New Business
Reopen discussion on installing security camera in Tuscany.
Flyer presented to board with pricing of one company (Site Sentinel).
Commitment to further discussion at the next HOA board meeting and at the Annual HOA board meeting.
Next meeting will be on January 7, 2019 at 6:30 PM.
