Tuscany HOA Board Meeting

Monday, February 6th, 2017

Meeting scheduled to begin at 6:30 PM and was called to order at 6:33 PM.

Board Member Attendees: Sandra, Rick, Jeanne, Donna, Mike

Board Members Absent: Lori

Resident Attendees: Dexter & Sue Blois, Jack Curall

Minutes of last meetings (November, December and January) were accepted, with typo corrections, by motion by Jeanne and seconded by Donna and unanimous vote by the board.

Treasurer's Report -- Jeanne

Jeanne provided Account Reconciliation Detail reports:

Checking Account Balance  $22,757.19

Savings Account Balance    $36,445.77

Discussion included: New year dues coming in; 8 residents still haven't paid. Invoices inclusive of $25 late fees were mailed to them today.

The Federal Income Tax return for the Tuscany H.O.A was completed and mailed today. We do not have to pay any tax, however the tax return must be completed and sent anyway.

Jeanne pointed out that due to the due date change for the 2017 dues, we received significantly more dues revenue in 2016 than originally budgeted. It's strictly a timing situation that will reverse itself this year. This refers to the 2016 YTD actual dues revenue of $51,425 compared to budget of $25,850.

Approval of the Treasurer's Report was moved by Mike and seconded by Donna and was approved by a unanimous vote.

Landscape Report -- given by Donna

  1. Received a quote for a $550 one-time fee to finally lower the hedge a foot and a half below the fence top. Then it will be maintained inclusive with the monthly lawn maintenance service.
  2. Sidewalks on the Tuscany common area property are getting moldy again. Sandra will speak to the City of Winter Garden

Old Business

  1. Notice of Intent to File Lien was mailed February 1st to one homeowner that hasn't paid their dues for 3 years. Discussion included reference to payment having to be applied in a specific sequence as to dues, interest, late fees, etc.

New Business

  1. Annual Meeting will be March 6th at 7:00 PM. Mike has secured the space for the meeting from Pastor Mike Yoakum at Cornerstone Community Church on East Crown Point Rd just south of Fullers Cross Rd (Same as all past years). Located at 1333 E Crown Point Rd, Ocoee, FL 34761.
  2. A suggestion to realign Covenants, Conditions and Restrictions (CC&R) compliance with the Architectural Review Board (ARB) was made and discussed. Jack suggested consideration of possibly using a 2-part form to advise homeowners of CC&R violations and the copy for the committee or Board's recordkeeping.
  3. Yard of the Month nominations for March were discussed.
  4. It was suggested it may be time retreat the pond. Donna agreed to contact the pond maintenance company.
  5. Next neighborhood wide yard inspections will be conducted in March

Open Discussion

  1. Over 20 homeowners, including several board members, have signed up for the special neighborhood rates ($55/month for corner lots and $45 for interior lots) with Hurst Lawn Treatment. Anya is the office manager and she is very responsive. So is Bobby who treats the lawns and manages that aspect of the business.
