June Board Meeting 06-18-2015

Meeting was called to order 6:30 p.m. at the home of Donna & Kent Horsley (1679 Victoria Way)

Board Member Attendees: Sandra Wilt, Rick Uhlman, Robert Walker, Donna Horsley, Mike Pastor-Late Arrival

Board Member Absentees: Lori Jones

Resident Attendees: Benny Locken, Terry Oubre

Minutes of May Meeting were e-mailed to Board Members and were approved as prepared.

Treasurer's report (Sandra for Lori)

  • Sandra distributed a financial report produced by Lori but the discussion got off track so there was no motion to accept the report.
  • Benny Locken reiterated from the previous meeting, that we ought to have insurance (surety) on Lori, Sandra and any other board member that has access to the HOAs checking account. Sandra concurred and indicated that we would get the policy drawn up.

Landscape Report (Presented by Donna Horsley and Sandra Wilt)

  1. Landscape report consisted of everyone in attendance doing a final inspection of the wall. A few areas were pointed out as needing more tuck-pointing attention. Sandra said she would get with the contractor to arrange. Everyone was informed about the 5 year warranty on work done.
  2. There was a discussion about the Yard Of The Month (YOTM) program. Terry Oubre strongly objected to any board member or any homeowner who utilizes a yard service from YOTM eligibility. She insisted that the nominees put in sweat equity in order to be eligible. Sandra indicated that it is totally unfair to exclude board members and excluding those with a lawn service discriminates against elderly people who cannot handle all their own yard work. It was left that anyone is eligible to win but that we would not like to give to the same resident more than every 2 years.
  3. Terry volunteered to be a member of a landscape committee and asked for a list of all past YOTM recipients.

Old Business:

  1. CC&R Revisions - Approved amendments submitted to attorney  Awaiting confirmation recorded with County Clerk
  2. CC&R Violations - Several new violations recently identified and would be reviewed. It was also discussed that violation letters would be going out and all members were in agreement with doing so.
  3. Past due homeowners notices to be combined with CC&R Violations Notice letters.
  4. Surety or Fidelity Bond coverage/policy  for check signers to be determined.
  5. Checking account to require 2nd signature to greatly reduce risk of unauthorized expenditures.  Suggested a 3rd Board Member allowed in case one signer is out of town

New Business:

  1. A Fine Schedule will be developed and the revised CC&Rs will be posted on website
